Why do reviews change from “recommended” to “not currently recommended” and vice versa?

The software is constantly trying to improve its recommendations as it learns new information from reviews and about reviewers. This means that recommendation decisions about any review can change over time, and reviews can move from recommended to not currently recommended at any time and vice versa.
